In order to find a Razor Claw in Pokemon Black and White, the necessary ingredient for evolving a Sneasel into a Weavile, you first need to beat the majority of the game, including all of the main game. This means beating the Elite Four for the first time and bringing Team Plasma to heel.
Once all that’s done you’ll gain access to the east side of Unova. Travel along the routes that join up with Nimbasa City until you find a beach-lined path known as Route 13, just north of Undella Town. Go north along this route until the path forces you west, under the bridge. Get up onto the bridge, then head south to find an item ball containing the first Razor Claw.
Need another? Fortunately, one is nearby. Look down from the cliff where you find the Razor Claw and you’ll see a man in sunglasses, moving around on the beach. This dude’s a treasure hunter, and if you speak to him he’ll give you a random item each day, potentially including a Razor Claw. You’ll need to ask him lots to ensure success, however, so make a point to visit every day.
Your last option for finding a Razor Claw in Pokemon Black and White, unfortunately, is the Battle Subway. Fight through here and you’ll eventually earn the 48 BP needed to buy a Razor Claw. This can take quite a while – though it’s not as bad if you can manage to take on, and beat, one of the subway bosses who show up periodically.
